Its not the D drive, that is where mine is with no problems.
 
My problem was the Run as service.  I started it from a command prompt,
open the web interface selected service and restarted it.
 
I realize editing the file directly should work but for some reason it
didn't.  Probably a PEBKAC error.

It's on, I double checked that.

I've also uninstalled and reinstalled it thinking I had done something
wrong.

One thing is that I have it installed on drive D: vs. C:, this should
not make a difference, but you never know. 

Installed it with following command:
from cmd prompt
d:\assp\
perl addservice.pl -i d:\\assp\\assp.pl d:\\assp

        Make sure the assp.cfg file has 'AsAService:=1' in it.
        Thats usually the cause of service timeouts like that.
