I'll try this and see how it works. Your test is pretty much what I've been seeing lately. How did you know to check BombHeaderRe? Good thinking!
I've changed some of the obvious tests (RBL, URIBL, SPF Fail) to 1 (active) instead of 3 (scoring mode), and that has started blocking spam again. Something about the Message Scoring Mode is failing.
