The defaults are there for a reason, unless you have a pressing need you 
should leave them be.

My settings:

PenaltyUseNetblocks = unchecked
denyUseNetblocks = checked
exportExtremeFileAppend = unchecked
exportExtremeFileDeny = checked
denySMTPConnectionsFrom = file:lists/DenySmtp.txt
denySMTPConnectionsFromAlways = blank
