I don't know if that'd be so helpful for a spammer, or the receiving 
end. It increases the size of the email. And I think it'd be trivial to 
filter out the resulting html clutter as spam. Quoting the site:

"Tables are an inefficient way of encoding detailed graphics. A normal 
image file takes about two bytes to encode each pixel. By contrast the 
HTML version takes nearly fifty bytes to do the same. This means the 
size of the file is very large."
