Like the whole farce that is the 'drug war', attempts to 'outlaw' it will not only not work, they will in fact only make the problem worse. The only real solution is user education. As long as there is a market for it, there will be people looking to sell to that market, whether it is for 'illegal drugs' or 'illegal spam'.
