Perhaps not in the sense that you're thinking. But it does have a feature called Block Reporting. Once setup, ASSP will email the end user and/or admin (depending how you have it setup) a list of emails that were blocked for a customizeable period of time. If you setup yourself as an Email Admin in ASSP, it will allow you to click a link that will let you do essentially what you desire. Hope that helps!
