What I want to do is have mail delivered to users, tagged as spam, and have the 
sending server receive a rejection if the mail is rated as spam.  I want users 
to be responsible for spam management, but I also want legitimate senders to 
get a flag if a mail is sent to Junk, in case the user misses it.

Can this be achieved?
