I'm wondering if this is a bug.  The message was correctly passed, since its 
score of 44 is lower than PenaltyMessageLimit (50).  However, it seems to me it 
should either have received both spamSubject and X-Assp- headers, or neither.  
It received only spamSubject.  Shouldn't passing PenaltyMessageLow result in 
headers as well as subject tagging? 

In addition, this:

[spam found] and possibly passing because testmode, otherwise blocked 
(MessageScore passed low limit)

seems to indicate something wrong, as testmode is disabled completely.
