It should be between smtp and /var/qmail/bin/qmail-smtpd.

/etc/tcp.smtp.cdb -c "$MAXSMTPD" \
        -u "$QMAILDUID" -g "$NOFILESGID" 0 smtp* /usr/local/bin/recordio*
/var/qmail/bin/qmail-smtpd /bin/checkpassword /bin/true 2>&1

Provide the full path of the recordio.
