No it is not. The local addresses are looked up via LDAP and these additional 
mail accounts are not in the account's alias list
Does it have to be in there if I didn't want it to be added to the personal 
blacklist? Will the global whitelist work as well?

Is the TO: address known to ASSP as a local address ?
