I don't know what CSF is, but guessing they would not. 

Fail2Ban uses IPtables to do the ban.  Also of note, if you restart
Fail2Ban, it will clear the iptables rules;  Depending on the jail.conf
'findtime', it may or may not added those blocks back in.
