I've diff-ed old and new assp.pl and I see that you've removed DelayIP completly from code and probably put test DoDomainIP little higher in a chain. If I was supposed to be looking for "passed limit(10) of ips per domain" to appear more often in logs then it is not (through I'm beeing flooded with connections from many ips trying to deliver from domain @google.com).
