It appears that ASSP is detecting an unusually large header.  I wonder if
the c@ email is just barely slipping trhough.  Is the [email protected]
address longer than the [email protected] address?  is the person's name
longer?  Subject length?  Is DKIM being used?  Lots of relay servers?

Maybe post the anonymized complete header here?
