The problems for me were two fold.

1). Offering STARTTLS on port 25 for mail server to mail server communications 
were causing numerous timeouts according to the ASSP stats log

2). Enabling STARTTLS on the submission port 587 for end user authentication 
would, on several occasions prevented Seamonkey/Thunderbird and at work, Apple 
mail from sending mail due to timeouts.

Not wanting to disable STARTTLS on the submission port because I don't like the 
idea of sending clear text passwords to my mail server, using a VPN fixed the 
timeouts for the users

But, I did disable STARTTLS being offered for mail server to mail server 
communications on port 25.
