ASSP never updates such files - you've copied over the files from the 
assp-install distro.

assp 2.5.5(17073)

  This latest version of ASSP overwrote <files/whitedomains.txt>,
replacing it with some default file from 7 years ago.
  It was one of those files that were never supposed to be replaced. We
did not have a backup of the file; all of the domains we had collected
over the years are gone.
