I think the better course of action may be to implement tail -F, i.e.
  -f, --follow[={name|descriptor}]
                           output appended data as the file grows;
                           -f, --follow, and --follow=descriptor are
                           equivalent
  -F                       same as --follow=name --retry

That would be consistent with FreeBSD

and GNU tail, gives the whiners the functionality they want and Glenn
the feature isolation he loves :)
