Oh YES, please.

AFAIK the AST tr passed the VSC tests long ago (SUS 2004, aka XPG4 in
Solaris) but doesn't have tr -C, which is hard to implement without
access to the collating order tables.
For now I think it's sufficient to put the current AST tr into libcmd
and address -C at a later stage - as far as I know only the commercial
Unix implementations have proper -C; GNU tr handles -C like -c so
there is little competition right now.
