The CLECs have not historically shared numbers. Wireless numbers are basically out-of-bounds in North America for economic reasons (at inception, AMPs and PCS charged for minutes of use regardless of who originated the calls. "Caller Pays" is still not in the cards).

You might look at www.411xml.com

It has an API for doing database queries against an aggregation of known/published numbers. It has a relationship with a few aggregators, including LSSi, and I think it charges rates that vary by how fresh a set of numbers you are looking for.
