you ask very nicely to the state government for permission, oh yeah you gotta file a bunch of forms as the request, and there are federal filings that are required as well. Generally that has to be done first, then you have to negotiate with other carriers for interconnection, once you have managed to do all that, and probably filed a few more things, you may or may not have to pay for an environmental impact study (california for example requires that) prove that you have a certain quantity of resources and wont go belly up anytime soon, and now that a minimum of 9-12 months has passed (usually its longer though) you can finally get trunks installed and begin testing. At the end of testing, and probably 18+ months after you started, many many fees paid to lawyers and other types, you can be a clec. Of course this experience varies for each state that you operate in, some are easier than described some are harder.
