That day will never come. Why on earth would Google want to be your phone company for free? GV is a project - one with an extremely uncertain financial future. They're already making quite a bit of a loss on it every month - why would they want to increase that loss by becoming in essence an ITSP and subjecting themselves to 1000% increase in call volume, stricter regulations, having to provide E911, being subject to stupid local taxes in some areas, etc.??
