XO's SIP offerings aren't competitive if you just want vanilla SIP trunks. Also, after a dozen years of PRI service (maybe the wrong term!) from XO, I'm glad to be done with them. We made our original decision based on the physical plant and the very capable technical staff in Minneapolis.
Initially, customer service was very good--handled locally in Minneapolis; when monthly revenue from us fell below a couple thousand (because of competitive reduction of PRI pricing), we were assigned to a succession of trainees in Nashville. Just one example of service after that was how they handled one of our DIDs being hijacked accidentally by a cellular port. We discovered it when we learned that the number was not-in-service at Verizon Wireless rather than going to our client. Our customer service rep insisted that it would be a few weeks to port the number in and we had to sign an LOA for our Verizon account that doesn't exist. She refused to escalate it or, as I suggested, talk to someone in her department who had experienced the situation before.
