One HFC based BRI card costs about 25 EUR for end-users. A PRI is much more 
expensive.
2 BRI lines are also cheaper in most countries than one PRI.

Sure, but the addition line cost will eat up the BRI card cost in less than 30 
days.

If you need more than about 16 channels it may be cheaper to use PRI lines 
depending on your 
providers prices.
