unnecessary, considering that the Makefile in trunk/ztcfg has
-I. -I../zaptel -I${LOCALBASE}/include
which searches trunk/zaptel before it searches /usr/local/include.
in addition, the install target for zaptel-bsd installs zaptel.h
in /usr/local/include as well.
