I just opened ASTERISK-23746 which would have been "helped" by a Timer C. We 
ran the same test through OpenSIPS and things tore down correctly because of 
the availability of Timer C there. Not sure if this particular review would 
have helped, but at least it provides an example of a situation where Timer C 
could have helped with port exhaustion.

Of course the issue also identifies a problem with what Asterisk is doing as 
well, so this would not be the solution, but would certainly have helped.
