I think the firstcic values in your config are not correct.
On our system we gave 5 E1's per linkset and the following config:
firstcic => 1
firstcic => 33
firstcic => 65
firstcic => 97
firstcic => 129
Every E1 has 32 channels, start counting with 0.
So E1 has channel 0 - 31.
The second E1 has channel 32 - 63
But the first channel is used a timing channel, And you have to give the
CIC of the first voice channel.
