This breaks CDRs as they get marked as ANSWERED. :( ... Why does neither h323 
- -> chan_h323 -> chan_zap -> pstn nor pstn -> chan_zap -> chan_h323 -> h323 
react to congestion? The ip phone doesn't even make a ringing tone while 
calling.
