So, in your case the line would something like this?

exten => _8XXX,1,Voicemail(u${EXTEN:3})


  the 3 needs to be changed to a 1 (strip off the leading 1 character)

I have these two lines in my extensions.conf since all extensions begin with a 5 or a 6 and I do some other things with numbers that begin with 82xx or 83xx.

  exten => _85xx,1,Voicemail(u${EXTEN:1})
  exten => _86xx,1,Voicemail(u${EXTEN:1})
