Paul,
the only stuff really differente here in Brazil is
the ring frequency. It's a 4-seconds-pause-1-second-25-Hz-ring. I had some
problems with telephone devices made in Brazil that did not recognize a 20Hz
ring (US standard). Also, the dialtone is a little differente (check asterisk's
indications file), its single frequency, continous tone.
Dial-out operation should word. I think 99% of our
country (and specially a big city like Sao Paulo) now uses
Central Offices able to detect standard DTMF tones.
If the you are using was tested with a common
thephone and it is okay, than what comes to my mind is wrong dial plan. We had a
lot of changes here in the last two years (local numbers are now 8-digit, you
have to use an carrier to place a metro and long distance
calls...).
Also, check if SPA-3000 is not connected through a
PBX extension port. In Brazil, you usually dial 0 before dialing a PSTN
number.
Brazil does not have any standard PSTN test
numbers, but I would recommend you to dial "130" which usually leds you to the
"Date/Time service".
Good luck,
--hg
