Yes and no. Yes I think having language independant voicemail emails would be a good thing. No I dont think it should be related to extensions.conf. It should be on a per person basis, regardless of who called into the system. The reason for this is that the caller isnt reading the email and the person getting the email may request that it be a specific language. Something I havent tried is setting emailbody etc on a per context basis.
