Why not use a much simpler solution, such as finding a way to schedule
different employees/offices/regions what have you to call in at
different times?  Or better yet don't use an IVR at all.
Yeah or even better, call /THEM/ at regular intervals until they answer the survey. Use the mighty power of Asterisk's .call files to subdue your employees with 30 minutes long surveys! Bwahaha :)
