Check if the system times are in sync; if you copy a file with samba, the timestamp on the file is set by the samba client (Windows?). If the client's time is in the future (compared to the * server time) the call file won't be run until the server time catches up. You can just have the server touch the call file before moving it to the spool directory; this will update the timestamp to the current time. Give it a shot.
