"i386" is a general archtecture name. You'll probably need the package
zaptel from the same directory, right:

http://rapid.dotsrc.org/rapid/pool/main/z/zaptel/zaptel_1.2.5-4_i386.deb

That's strange. Do you use the default kernel? or is it a rebult one?
Do you have the module zaptel loaded from a separate build?

What error messages do you see in the kernel logs? 

modprobe ztdummy
dmesg | tail
