What am I doing wrong? I noticed that Asterisk said that the verbosity
level is >= 19, but the debug message that appeared should've been
suppressed by ``sip no debug'', no?


In theory, yes, but you might also try setting verbosity to 0 ("set
verbose 0") and see if that suppresses the messages.
