Ah, the problem is that you are connecting FXO to FXO. The IAXy provides dialtone and o does your Intercom system. You can try to use an FXO to FXS converter or simply replace it with an FXO adapter.
I would also check the documentation on your intercom device. There may be a way to switch the port type around.
