I think the following should resolve your problem, if I'm understanding it correctly:

In the sip.cfg file, look at setting the following:

<volume voice.volume.persist.handset="1" voice.volume.persist.headset="1" voice.volume.persist.handsfree="1"/>

1= remember last setting, 0=return to default

This will make the phone remember your setting and will not reset the setting every time you need to make a new call.
