This is a very good example, it seems that their lines have been down
the whole day. I'm assuming because of this:

Now imagine they would have another location in Florida, since the
2006 hurricane season is not yet over:

They could have been out in both places, does that mean that a second
location in Florida is not enough?

The answer is obvious, it all depends in the cost benefit, and for any
company to open a second location just for redundancy is absurd cost
wise.
