Correct, if you want do do *8 + exten you need to use the dialplan and
the Pickup() applicaiton.

*8 doesn't take an extension does it?  If you dial *8 send, it just
picks up the first ringing extension within your pickup group.  At
least, that's how I use it on several sites...
