I assume that I would need to cross these pins over if I were going from t1 card to t1 card. Is this correct?

T1s use 1 and 2 (rx tip and ring) and 4 and 5 (tx tip and ring) for signals. A T1 loopback plug would be wired 1 to 4 and 2 to 5. They come in handy for testing T1 cards or for providing a hard loop for the telco.
