What *is* a telemarketer?
I have the ACLU on my blacklist, i'm a big contributor to the ACLU and instead of being happy, they take this as a sign that they should bleed me dry further (the same for lots of political causes).

What occurs to me here is something on the order of dnsbls and how they are used for spam in modern well-setup dnsbls.

A query to these dnsbls will return a specific result class (of course, since this is a dnsbl it's still a horrible hack but i'm advocating the concept not the design). For example, zen.spamhaus.org (look at http://www.spamhaus.org/faq/ answers.lasso?section=DNSBL%20Technical#200), returns A records based on why that entry is in the database, so I can choose to use only the small manually maintained SBL list, or the XBL list, or just PBL, or some combination of these!
Good design (bad implementation though, dns wasn't designed for this :/)

Why not have the same thing in a database of telephone numbers?
Classify numbers depending on who is calling, categories for all the different exceptions in the do-not-call laws for example...


This definitely has to be something centralized though, a peer-to- peer system is indeed begging for abuse.
