Depending on the exact acoustic qualities of the end-to-end path, in-band can be problematic. If you're relying on far-end equipment to discriminate tones from within an audio stream that is subject to potential transcoding, mangling, packet loss, out-of-order arrival, etc., you may be out of luck. Admittedly, I'm not sure exactly what your problem is.
