The problem here is How can you be sure the calling PERSON is
purposely blocking its own CALLERID?

I don think you shouldn't be punishing, for example,  SkypeOut users
or people using dodgy carriers.
If your Playback says you don't accept any anonymous  call at least
they would be able to change it.
