Yes, you need to buy a license if you use it with ANY pbx, whether it is Callmangler or Asterisk or whatever. If you buy one used, then you need to pay to re-license it as well.
The 7940/7960 only work with Cisco PoE, not standard 802.3af, so you will need a switch that provides Cisco PoE for it to work.
