In addition to the fact that you need qozap (and not zaphfc) as mentioned before), you also probably need a newer version of qozap than the one included in Etch. Try getting zaptel and zaptel-source from the etch backports at pkg-voip.buildserver.net/debian or from updates.xorcom.com/rapid .
