It is not complaining about the lack of "/usr/bin/php", but about the fact that the file "/var/lib/asterisk/agi-bin/cid-to-acct.php" is nowhere to be found. Probably asking the obvious but... Did you place the file in the agi-bin folder ? Is it really named cid-to-acct.php ? Is it executable ?
