I contacted Christophorus directly and he was able to point me to the correct solution. Apparently, not all TFTP servers are created equal. I uninstalled tftpd (running Ubuntu server Hardy Heron) and installed atftpd instead. As soon as this was configured, the phone quit searching for the .tlv file and I am now able to start to work on the .xml file.
