Yes, although not for connecting to the PSTN - I've used one for connecting to a legacy NEC PABX.
Voltage isn't the issue - the difference is in the impedance. Australia uses complex impedance (220+820Ohm resistors with a 120nF capacitor) whereas the US uses a straight resistor.
