Hi- I've been on the development team writing calling card platforms in different languages - it's really up to you to choose the combo that you prefer.
I like MySQL myself, and found it to be quite stable, but I think you'll find that others on this list prefer other DB's. Anything you use should work fine with Perl or PHP.
