I use http://www.ipcomms.net/ and it works OK, I'm in LA too, my ipcomms number is somewhere in NY, but I have everyone with free long distance use it and it usually works perfectly. For stuff I care about I use www.flowroute.com which costs about 1.40/month for a number and $0.01/minute for in and out calls including my common calls to New Zealand. FWIW, the free incoming number likely only saves me about $2.00/month.
