In short you can not combine 4 calls on one FXO port and neither can 
the telcos. An FXO port, could not handle 4 channels of signaling since 
signaling is done either inband or with voltage changes such as 
polarity reversals. You would need other methods for multiple channels. 

On a 64K digital channel this is possible but only if both ends of the 
64K channel have the capability. I don't believe any of the common PRI 
ISDN services could do it. As it stands now, asterisk could not do 
this.

It would probably be better to explore trunking technologies such as 
low bandwidth codecs over IAX2.
