For debugging purposes, I would agree with this statement.  Many times
when trying to capture logs for a bug, you need to first modify your
logger.conf, reload logger, enable debugs, reproduce, disable debug
logs, edit logger.conf then reload.

It would be great to do all that from the CLI.
